OGE Regulations on project funding
Chapter 1: Project funding
OGE 1: Objectives and principles
- The OGE provides project funding to enable qualified contractors and businesses to conduct projects on self-chosen topics and with self-chosen goals independently and under their own responsibility.
- The OGE awards funding for 50% of every project in their business line. Through project funding, it aims to award contractors/businesses that are appropriately registered and licensed by the designated institution of the country. In particular, contractors/businesses can apply for 50% coverage of the contract costs and sublet the remaining 50% as contract cooperation to OGE, networking and communication together on the same project at the same site on a different job based on the contract, which qualifies the applicants.
- The contract terms and conditions will be agreed upon before approval based on the submitted proposals.
- Project funding is governed by these Regulations as well as the other applicable rules of the OGE. The Funding Regulations of the OGE
OGE 2: Duration of funding, minimum grants
- The project funding is awarded for a minimum of one year and a maximum of four years.
- Over the entire duration of the project funding, an amount not exceeding 50% average may be requested per applicant. In each case, the maximum 50% may not exceed the project cost. In justified cases, the OGE may fund a higher amount on request. A higher amount than the average can not be requested for any case, provided the total is 50% over the entire duration does not exceed the permitted maximum project funding
- All the 50% funding can be requested for goods supply or services based on the client’s needs.
- In collaborative projects, the maximum budgeted amount for applicants employed by a company or institution in accordance with OGE terms and regulations of not exceed the 50% budgeted funding for all other applicants.
Chapter 2 Requirements for the submission of proposals
OGE 3: Companies / Contractor’s requirements, general
- Companies/contractors are eligible to submit applications if they meet the general eligibility requirements for the submission of applications pursuant of the Funding Regulations of the OGE. The requirements set out in Project Funding Regulations with regard to the proposed contract must also be valued.

OGE 4 Project requirements
- Applicants must be able to show a project plan
- They are conducting their contract activities along with any company or government activities to an extent that will require documents or at least another professional activity.
- They are employed at least for the duration of the project time of the institution eligible for payments after funding from OGE has been given.
- The necessary project plan or infrastructure is at their disposal
If the proposed project is not to be conducted in the context of a position, applicants must show that they are independently conducting a contract as their main source of income. The OGE may demand further information on the contract conditions.
OGE 5: Formal payments
- All payments must be paid to OGE account from pay master.
- If other payments from the client that are to be paid to OGE are based on terms that can be paid directly.
- The OGE may require an exchange rate of the project payment into another currency if possible.
- Moreover, all other formal requirements for payment applications apply, in particular the OGE Project Funding Regulations and their implementing provisions.
Chapter 3: Applications and eligible costs
OGE 6: Applications
- Project funding applications must be submitted in accordance with the requirements issued by the OGE for such funding and must contain all the necessary data and documents.
- The applicants must describe the proposed Job of the project in the contract plan can be sublated to OGE.
- Applicants may only submit one application per call.
- The OGE may restrict the submission of project funding applications by grantees of other OGE funding schemes, in particular, contract funding, in the corresponding regulations and calls.
OGE 7: Eligible costs for the project
- Project funding costing, incl. excellence grants, may be used to cover the following costs:
- The salaries of scientific and technical staff in research projects within the scope of the salary ranges and rates prescribed by the OGE.
- Material costs that are directly related to the research work, namely material of enduring value, expendable items, field expenses, travel expenses, third-party charges, cost of computing time and data, as well as of providing open access to research data.
- The costs of equipment and material of enduring value (in the following: equipment) are eligible for funding up to a maximum of 50% co-funding by the institution is required for the cumulative costs of equipment. The necessity of the equipment for the proposed contract must be detailed in the proposal.
- The costs must be applied for and quantified in the proposal.
- The requirements for assumption of the costs are set out in separate provisions issued by the OGE. In particular, the OGE may set upper limits for individual cost categories as well as binding rates for salaries and minimum requirements for employment positions.
- The OGE may award global budgets and approve transfers between the individual cost categories during the funding period. The details are set out in separate provisions of the OGE.
OGE 8: Project termination
- Scarcity of funds and resources: If the project cannot be completed on time due to a lack of funds and resources, and there is a lack of willingness to invest further resources, a project termination should be considered.
- Continuation unprofitable: Progressive inefficiency due to underestimated efforts or activities that have been overlooked can be a signal that a reassessment of the project is necessary.
- Deterioration of the risk situation: If the risks increase to the detriment of the opportunities, it makes sense to critically examine the impact on the project and evaluate possible consequences.
- Change in priorities:If organizational priorities shift and other projects take on more strategic importance, this could have an impact on the continuation of the current project.
- Loss of key project team members:The loss of key team members or knowledge carriers, without the availability of an adequate replacement, can jeopardize the implementation of the project considerably.
- Non-compliance with partnership agreements:If partners are unable to deliver promised services in the required quality or quantity, the continuation of the project may become difficult or even impossible from a technical, logistical or logical point of view.
OGE 9: Project termination processes
- OGE will write to the Company or Contractor 3 months before moving out of the site.
- The company or Contractor should write or respond to OGE 3 months before moving out of the site.
- All disputes are agreed to the laws of the country of the project funding.
